Why IMEC Needs to Change Course in the EuroMed: To Invest in the True Drivers of Peace and Economic Security
Abstract
This paper delves into the India-Middle East-Europe Economic Corridor (IMEC), a major geoeconomic initiative spotlighted at the 2023 G20 New Delhi Summit. It positions India as the key driver of a corridor connecting East to West, with the Middle East serving a critical role and Europe as the final destination. While the project aims to enhance transport, trade, energy, and digital links, it faces significant challenges, including regional conflicts, human rights violations, climate change impacts, and political underinvestment in Mediterranean partnerships. Through three scenarios envisioning IMEC’s future by 2040, the paper explores a profit-driven model focused on secure supply chains, a collaborative approach centered on Middle East peace and sustainable connectivity, and the possibility of no IMEC at all. Policy recommendations emphasize the need for European partners to recognize IMEC’s strategic risks, commit to peace in the region, and renew Euro-Mediterranean partnerships for sustainable development.
