Abstract
The article is an attempt to shed some light on the pros and cons of the People-To-People programme, established in the Oslo II Agreement in 1995. The author argues that although well intentioned, the programme, whose aim is to enhance Palestinian-Israeli dialogue and relations, has little prospect of success as it was not combined with confidence-building measures. The in-depth analysis of the programme enables the author to put forward some recommendations on how the future cross-cultural programmes between Israel and Palestine should be designed, in order to prove beneficial for both societies.
