L’Union pour la Méditerranée: un cadre approprié pour une ambition mesurée
Abstract
Due to the financial crisis (and to a lesser extent the Arab Spring), the Union for the Mediterranean (UfM) failed to generate the renewed dynamism in Euro-Mediterranean cooperation for which it was initially conceived. In order to revitalise the UfM, it is necessary to understand what this framework can and cannot realistically do. The UfM will not achieve political integration of the Mediterranean, neither can it ensure economic integration of the Northern and Southern Mediterranean countries. The UfM can, however, reinforce Euro-Mediterranean cooperation in certain areas and improve understanding between citizens on both sides of the Mediterranean. It should not focus solely on large-scale investment projects but also push forward projects that directly benefit citizens, particularly in the area of mobility.
