The Policy Brief examines the likely implications of institutional reform and the expansion and adoption of the European Constitution for the Euro-Mediterranean Partnership. The primary target of the emerging ESDP defence and security dialogue should be to help forge a common view of security in the Mediterranean region, and build trust on the basis of an in-depth analysis of its current security concerns. The article analyses various factors that must be addressed in order to enable the ESDP to achieve this goal.
