Investing in Anti-Corruption: A Comparative Analysis of the EU’s Anti-Corruption Approach in the Southern and Eastern Neighbourhoods
Abstract
This policy brief presents an insightful analysis of the European Union’s (EU) strategies to combat corruption in the Eastern and Southern Neighbourhoods. Through a comparative examination of anti-corruption programmes in diverse countries and the level of EU support, the study highlights variations and best practices in addressing corruption. The analysis is based on Action Plans and Progress Reports published by the European Commission from 2007 to 2022, obtained through scraping the Directorate-General for Neighbourhood and Enlargement Negotiation’s website.
The findings reveal the EU’s greater support for anti-corruption efforts in the Eastern Neighbourhood in comparison with the Southern Neighbourhood. The authors also offers recommendations to strengthen frameworks, engage civil society, promote transparency, foster international cooperation, and emphasise the role of political commitment in effectively fighting corruption. By contributing to ongoing efforts in both regions, this policy brief aims to promote good governance and transparent administrations in the Eastern and Southern Neighbourhoods.
