This paper attempts to provide an overview of the European Neighbourhood Policy and assesses the prospects of the new policy for the EU’s partner countries in the southern Mediterranean. The primary concern of this paper is to analyze whether the ENP can make a difference in the field of political and economic reform in the southern Mediterranean in comparison to previous initiatives and mechanisms.
