Abstract
Recent Russian-backed Syrian regime military advances have tilted the balance of power on the battlefield against the Syrian opposition. In a diplomatic effort to prevent the exacerbation of the situation and facilitate the resumption of the Geneva Peace Talks, the International Syria Support Group agreed upon a cessation of hostilities in Munich. Acknowledging this narrow window for conflict resolution, the following policy brief succinctly discusses the prospects of a confederal approach to a political transition in Syria, as proposed by international officials, and outlines issues of concern regarding its implementation.
