UN Security Council authorizes six-month extension for MINURSO
By 12 votes in favour, none against and with 3 abstentions (Bolivia, Ethiopia, Russian Federation), the Council adopted resolution 2440 (2018) to extend the mandate of United Nations mission for referendum in Western Sahara (MINURSO) until 30 April 2019. The Security Council expressed concern about the violations of existing agreements and called on the Polisario Front to fully adhere to its commitments not to move administrative structures to Bir Lahlou as well as to its commitments to withdraw from the buffer strip at Guerguerat, in line with resolution 2414 (2018). It welcomed steps and initiatives taken by Morocco, and the role played by the National Council on Human Rights Commissions operating in Dakhla and Laayoune, “encouraging the parties to continue in their respective efforts to enhance the promotion and protection of human rights in Western Sahara and the Tindouf refugee camps, including the freedoms of expression and association”. Under the invitation of the Personal Envoy, an initial roundtable will take place in Geneva on 5-6 December, with the presence of Morocco, the Polisario Front, Algeria and Mauritania to take stock of recent developments, address regional issues and discuss the next steps in the political process on Western Sahara.
