UN envoy to Libya announces his resignation due to health concerns
Ghassan Salamé has announced his resignation as the Special Representative and Head of the United Nations Support Mission in Libya (UNSMIL) on 2 March due to health concerns. The Lebanese diplomat, who was appointed by the United Nations Secretary-General António Guterres on 22 June 2017, has announced that his health ‘’no longer allows this rate of stress”. Throughout his tenure Salamé has reiterated that the Libyan conflict has indeed ‘’no military solution’’ and has promoted consistent dialogue with a variety of local, regional and international political actors. The last of these initiatives was the Berlin Conference, which took place on 19 January 2020. Even if participants agreed on a joint action to de-escalate the conflict, foreign meddling and the reality on the ground has deteriorated in the last weeks, with the UN-backed Government of National Accord announcing that it was halting ceasefire talks in mid-February. At the end of January 2020, Salamé had already expressed his concern over the sustainability of a permanent truce in Libya to the UN Security Council: “there are unscrupulous actors inside and outside Libya who cynically nod and wink towards efforts to promote peace and piously affirm their support for the UN”.
