The Council of the EU and the European Parliament agree on improving the IcSP
The European Parliament and the Council of the EU came to an agreement on improvements to the European Instrument for Contributing to Stability and Peace (IcSP). This agreement allows the EU to extend financial assistance in support of capacity building for security and development (CBSD) of military actors in partner countries, with the objective of contributing to sustainable development and in particular the achievement of peaceful and inclusive societies. The main objective of those measures is to strengthen transnational security outside the European borders by allowing the EU to directly provide financial support to reconstruction programmes on the field or to limited military operations. However, it does not allow the EU to finance regular military expenditure. The IcSP was launched in 2014 as part of the new instruments for financing external action, especially in the field of security. According to this agreement, additional €100 million will be allocated for the period 2018-2020. They will be redirected from other sectors of the general budget of the Union.
