Foreing Affairs Council addresses the situation in Libya and tensions with Turkey
On 9 December, the Ministers of Foreign Affairs of EU Member states met in Brussels under the chairmanship of the new High Representative for Foreign Policy and Security Policy Josep Borrell. The new Commissioner for Enlargement and Neighbourhood Olivér Várhelyi also participated. The Ministers discussed the latest developments concerning the Memorandum of Understanding between Turkey and Libya on maritime delimitation and expressed their concerns. They also referred to the situation in Libya and, in particular, the Berlin process aimed at finding a sustainable solution to the conflict. Ministers also discussed the new comprehensive strategy for Africa, which will address all aspects of the relation, and pointed to 2020 as a “pivotal year” in EU-Africa relations. Finally, on the occasion of the Human Rights Day on 10 December, Ministers reflected on how to improve the EU toolbox. Borrell announced the launch of preparatory work towards the adoption of a possible horizontal sanctions regime to address serious violations and discussed about a new Action plan for human rights and democracy (2020-2024). In an introductory statement published on the website of the European External Action Service, HR/VP Borrell stated that he will be guided by three main principles: realism, unity and partnership.
