Egyptian Parliament modifies NGOs’ law without ending the critics.
On 15 July, the Egyptian Parliament approved several amendments aimed to moderate the controversial NGOs’ law but these change did not convince human rights groups. The amendments have eliminated the penalty to prison for members of NGOs. However, lots of restrictions remain such as the limits in the foreign funding of the NGOs, the governmental control over the NGOs’ activities and the possibility to impose high fines (between 200.000 and 1 million of Egyptian pounds). Over the last week, several Egyptian and international rights groups declared that the changes brought by the amendments were not enough. Furthermore, the parliamentary changes must still be accepted by President Abdel Fattah al-Sisi that has to ratify the amendments. In line with the other human rights group, Amnesty International stated: “Despite the Egyptian government’s claims to the contrary, a draft new NGO law passed by parliament yesterday [Monday] preserves the repressive essence of the law of 2017.”
