This study contains an analysis of the recent deadlock between EU institutions in the wake of the negative French and Dutch referenda on the Constitutional Treaty in 2005, and is based on four different scenarios of the possible implications of potential decisions the European Union needs to take with respect to the southern neighbourhood.
